Dr Gray has been involved in a broad range of telecommunications and ICT tasks including Strategic Planning for telecommunications systems, marketing and sales, Business Case development, System and Requirements Specification, Procurement and Project Management. After graduating from the University of New South Wales (UNSW) with a Bachelor of Science (Technology) degree, he worked for 15 years at the then OTC, and for 7 years at Foreign Affairs and Trade in Canberra. During this time he also obtained a Master of Commerce degree from UNSW and a Doctor of Science degree from Pacific Western University in USA.
Subsequently Dr Gray has been operating as a consultant/contractor working across a broad range of information technology and telecommunications related areas for around 25 years. In this role he has been able to apply his experiential skills to effectively undertake both business related tasks as well as management and operational level tasks. He has had extensive experience in tendering and procurement processes in recent years particularly within the NSW Government Department of Commerce, but has also been involved in technical level specification of technology systems.
Dr Gray has maintained a close association with ATUG (Australian Telecommunications Users Group) and was a founding member of the ATUG ACT Branch. Subsequently he was a founding member of the ATUG Hunter Branch (Newcastle) where he holds the position of Branch Convenor.
Dr Gray has been engaged both directly as a consultant, and has worked as a sub-contractor to a number of well known consulting companies. The assignments listed below are projects which Dr Gray has undertaken both through his own company, Rolyngra Pty Ltd, and through other consulting firms.
- Family Court of Australia: assist in development of a National Voice Services Strategy for a multi-jurisdictional Managed Service
- TransGrid: undertake a corporate Governance and Procurement Review and prepare Business Cases for development of the TransGrid Corporate Data Network
- Hunter Councils: prepare a Green Paper on establishment of a Data Centre at Thornton, and subsequently conduct an EOI process to ascertain Industry interest in the project
- CCYP: prepare a Business Case for redevelopment of CCYPs (Commission for Children and Young People) ESS (Employment Screening System) and outline SOR for future procurement
- ComSuper: prepare an SOR for a replacement Voice System incorporating a number of internally operated Call Centres
- Government Chief Information Office (formerly the Office of Information and Communications Technology) NSW Government Department of Commerce (1998-2007)
- 2006-07 assist in development of specification for the NSW Government Telecommunications Agreements (GTAs) which will include Fixed Telephony Services, Data Network Services and Mobile Services; follow through RFT process and all stages of procurement;
- 1998 2006 establishment and maintenance of DITM Agreements for procurement of telecommunications services for NSW Government, including procurement assistance to agencies on both administrative and technical issues;
- participate in selection process for provision of backhaul for the Government Radio Network (GRN Links Project) from over 90 sites (mostly regional) across NSW;
- participate in the Joint States and Commonwealth Benchmarking Project for Telecommunications Services, preparing inputs for NSW each six months, and Workshopping the Benchmark Report with other states;
- Participate in RFP process for rollout of broadband services to schools in NSW;
- Assist in preparation of successful NCF (NCF 27) (National Communications Fund) application, and project implementation for broadband services to 18 towns across NSW (joint OICT/DET/Health assignment);
- Assist in preparation of a successful CCIF bid to obtain funds from DoCITA for implementation of telecommunications related infrastructure within NSW;
- Management of Bio First Projects for provision of fibre based Broadband Infrastructure within the Sydney Region for medical research on behalf of the Office for Science and Medical Research;
- Participate in interactive-TV pilot project, and development of Metropolitan Technology Centre in Western Sydney;
- Participate in selection and establishment of Rural Link Project providing satellite services to Libraries in over 70 regional communities;
- Assist in selection and procurement of broadband services to around 1,500 sites across NSW for Human Services-Better Services Delivery Program for NSW Government.
Other Projects have included:
- Hunter New England Health assist in development of CCIF Round 2 Proposal; co-ordinate Partner requirements, prepare and evaluate RFT, and prepare Funding Deed for Project. Project Manage roll-out of fibre service into the Lower Hunter.
- Allcom Networks development of a Regional Strategy for roll-out of IT Services Business across regional areas within New South Wales.
- NESAC Alliance of Councils assist in development of a regional telecommunications plan and roll-out for a regional data network to support implementation of a shared services applications model for councils in the New England region.
- DET assist generally in aspects relating to procurement of telephony management services.
- SRA, Rail Estate assist in RFT for selection of Pay Phone provider at Railway Stations.
- SIT undertake a Study for Sydney Institute relating to strategic development of data services provisioning and management including staffing roles and organisational structures.
- RTA analysis of Call Centre requirements, and recommendations on relocation of phone-business units to a regional area.
- ABC ongoing assistance in all aspects of development and operation of voice services. Manage Roll Out of On Ramp upgrade to 43 regional sites across Australia.
